Committees

According to the Local Self-Government Act, various committees are formed for the smooth functioning of Grama Panchayats. These can be mainly classified into Standing Committees, Steering Committee, Ward Sabhas, and other Special Committees.

The major committees in the Grama Panchayats of Kerala are as follows::

1. Finance Standing Committee

Responsible for preparing the Panchayat budget, tax collection, and controlling expenditures. The Vice President serves as the Chairman of this committee.

2. Development Standing Committee

Supervises developmental activities such as agriculture, soil conservation, social forestry, and small-scale industries.

3. Welfare Standing Committee

Primary responsibilities include SC/ST development, welfare of women and children, and poverty alleviation.

4. Health and Education Standing Committee

Handles matters related to public health, sanitation, and the functioning of schools.

      2. Steering Committee

    4. The Steering Committee consists of the Panchayat President, Vice President, and the Chairpersons of various Standing Committees. It coordinates the activities of the standing committees and discusses matters that the Panchayat needs to prioritize. The Panchayat President serves as its chairperson.

    5. 3. Ward Sabhas / Grama Sabhas

    6. This is the most fundamental democratic body at the grassroots level. It consists of all the registered voters of a particular ward—referred to as a Ward Sabha in Municipalities/Corporations and a Grama Sabha in Grama Panchayats. The respective Ward Member leads it. This is where development projects are proposed and beneficiaries are selected.

      4. Other Committees (Other Committees/Working Groups)

      Other temporary or special committees are also formed in the Panchayat for planning and executing various development projects:

      • Planning Committee (Working Groups): Working groups consisting of experts and officials are formed across various sectors (e.g., agriculture, housing, health) to formulate People's Plan projects.

      • Jagrata Samiti (Vigilance Committee): A committee that works at the local level to ensure women's protection and prevent domestic violence.

      • Disaster Management Committee (Local Disaster Management Committee): Formed to coordinate local rescue operations during natural disasters or other emergencies.

      Note: The active functioning of these committees is absolutely essential to effectively implement the decisions made by the Panchayat governing body and to reach out to the general public.

      • Welfare Standing Committee: Oversees matters such as Scheduled Caste (SC) and Scheduled Tribe (ST) development, the welfare of women and children, social security pensions, and poverty alleviation.

      • Health & Education Standing Committee: This committee's purview includes public health, sanitation, drinking water supply, the functioning of schools under the Panchayat, and sports and cultural activities.
