1. Who Conducts the Audit?

In Kerala, mainly two types of audits are conducted in Panchayats:

  • Local Fund Audit (State Audit): This is carried out by the Local Fund Audit Department of the State Government.
  • Performance Audit: The Performance Audit wing under the Panchayat Department inspects files and projects at regular intervals.
  • A.G. Audit (Accountant General): Audits are also conducted by the Accountant General's (AG) office to review the utilization of Central and State government funds.

2. What Does the Report Contain?

An audit report typically includes the following:

  • Income and Expenditure Accounts: Accurate statements of taxes collected, grants received, and expenses incurred.
  • Audit Objections: If any expenditures are made without proper documentation or if violations of regulations are found, they are recorded in the report.
  • Financial Loss: If the Panchayat has incurred any form of financial loss, the report specifies who is responsible for it.
  • Recommendations: Suggestions for improvements and changes to be made in maintaining accounts and implementing projects.
