Annual Plan Report 2026-27
The Annual Plan Document of a Panchayat is a detailed blueprint of the development activities and projects intended to be implemented in that Panchayat during a financial year. While the Budget is an approximate financial estimate, the Plan Document specifies where, how, and for which projects that money will be spent.

1. Contents of the Plan Document
This document primarily includes projects in the following sectors:
- Productive Sector: Agriculture, Animal Husbandry, and Small-scale Industries.
- Service Sector: Education, Health, Drinking Water, Sanitation, and Anganwadis.
- Category-wise Allocation: Funds for SC/ST categories, the Women Component Plan (WCP), and projects for children and the elderly.
- Infrastructure: Construction and maintenance of roads, bridges, and buildings.
2. Preparation Stages (Decentralized Planning)
This document is prepared through the People’s Planning process in Kerala:
- Grama Sabhas: People in each ward discuss their needs and prepare a priority list.
- Working Groups: Experts and elected representatives collaborate to draft projects in various sectors like agriculture and health.
- Seminars: Development seminars are conducted to give a final shape to the projects.
- DPC Approval: It becomes an official document once the District Planning Committee (DPC) grants its approval.
