Annual Plan 2026-27
The Annual Plan is a comprehensive blueprint prepared every year for the development of Grama Panchayats. As part of the People’s Planning movement, a bottom-up approach is followed here, where the needs of the people are discussed and decided at the grassroots level.
The following are the key stages in preparing an Annual Plan:
1. Grama Sabhas
The first step in plan formulation is the Grama Sabha. People gather at the ward level to raise various requirements of their locality, such as roads, drinking water, agriculture, and health.
2. Working Groups
Working Groups examine the requirements put forward by the Grama Sabhas and prepare practical projects. There are specific groups for various sectors like agriculture, education, drinking water, and women's development. These groups consist of experts and elected representatives.
3. Development Seminar
The projects prepared by the Working Groups are presented at the Development Seminar. Panchayat members, representatives of political parties, and officials participate in the discussion to determine the priority of the projects.
4. Panchayat Committee Approval
Based on the decisions made at the seminar, the final plan document is discussed and approved by the Panchayat governing body.
5. DPC Approval
The plan approved by the Panchayat must receive technical and administrative sanction from the District Planning Committee (DPC). Funds can only be utilized for the projects after receiving this approval.
Plan Funds
Panchayats primarily receive three types of funds:
Development Fund: For physical infrastructure like roads and buildings, and other developmental activities.
Maintenance Grant: For the repair and maintenance of existing roads and buildings.
General Purpose Grant: For day-to-day expenses such as salaries and electricity bills.
Additionally, specific allocations must be set aside for Scheduled Caste/Scheduled Tribe development (SCP/TSP), and 10% of the total fund must be earmarked for the Women Component Plan (WCP).
